The Home Heating and Cooling Upgrades Program have been designed to assist over 250,000 households by reducing the upfront cost of purchasing energy-efficient reverse cycle split systems.
These upgrades will not only improve the quality of life for Victorias residents but will also aid the way for the electrification of Victorian households.
These upgrades also assist in reducing gas emissions as the state progresses towards a renewable energy future.

What is the program?
You may be eligible for up to $1700 in rebates!
The program provides a $1,000 rebate towards the cost of purchasing and installing an energy-efficient reverse cycle air conditioner in place of your old gas, electric or wood-fire systems.
There is a limit of one rebate per household, with limits for Landlords and Property Managers to be assessed over the coming months.
Your Household can receive an additional $200 if you require capping on your old gas heater or $500 to assist if a switchboard upgrade is required.
Reverse Cycle systems for home heating and cooling are one of the most efficient and therefore cost-effective solutions available to the consumer.
These systems being more efficient than other traditional systems require less energy to effectively heat and cool your home. This means that in the long run, you will save money on your energy bill and also reduce your carbon footprint.
Am I eligible? | Who can apply for the $1000 rebate?
To apply for this government rebate, you will need to be one or more of the below:
- Part of an owner-occupied household and hold a concession card
- Owner-occupied household with a combined household income of less than $90,000
The rebate only applies for:
- Replacement of your old gas/electric heating system
- Replacement of A reverse cycle system installed more than 7 years ago
- Installation where no existing system is currently in place
- Installations completed by a HHCU Approved supplier Like O’Brien Electrical Narre Warren
How do I apply, and what is the process?
The program is currently open for applicants and is being administrated by solar victoria as the HHCU or Home Heating and Cooling Upgrades.
All applications and eligibility assessments need to be completed on the HHCU website. once you have completed this in 4-5 business days you will be assessed and issued a “token”.
This token is a little code that you bring to an eligible supplier like O’Brien Electrical Narre Warren. Once our team has received your “token” code we will then get started on organizing your quote.
To complete the quote an experienced and fully qualified tradesperson will attend your home. Once on-site, our tradesperson will prepare a quote for the system installation.
If you are happy with your quote we will then organize an installation date that is suitable for you as the homeowner.

- Wait 4-5 Business days to receive your “Token”
- Once a token is received, contact a HHCU Eligible installer like O’Brien Electrical Narre Warren
- Set a time for a tradesperson to attend and prepare your quote
- Once you’ve received your quote, engage the eligible contractor
- The Contractor will attend and complete the installation in your home

What is a reverse cycle system?
A reverse cycle air conditioner combines two functions – cooling and heating –in one system. They work very differently to conventional gas or portable electric heaters.
Conventional heaters have to ‘create’ heat energy, while a reverse cycle system ‘absorbs’ heat from the outdoor air to warm the air inside your home, which is a more energy-efficient method.
They are great all-rounders for temperature regulation due to being controlled with a thermostat. This allows you to set your preferred temperature day and night, any time of the year.
