What is an Electrical Certificate of Compliance (CCEW)?

A Certificate of Compliance for Electrical Work (CCEW) is a type of electrical safety certificate that is provided to you by an electrician or electrical company, submitted under Gas and Electricity (Consumer Safety) Act 2017 and Gas and Electricity (Consumer Safety) Regulation 2018.

All the electrical equipment in a property must comply with the safety criteria of AS/NZS 3820 Essential Safety Requirements for Low Voltage Electrical Equipment. This standard sets out the principles of electrical safety and requires compliance with the relevant Australian/New Zealand safety standard for each class of product.

A completed certificate must be submitted by an electrical contractor within seven days of completing any safety and compliance test, on electrical installation work. There are substantial penalties, including on-the-spot fines, for not supplying a CCEW to the customer and relevant parties (if required).

When is an Electrical Certificate of Compliance required in NSW?

Any time a licensed electrician completes electrical work in a residential, commercial or industrial property, a Certificate of Electrical Compliance.

Compliance certificates are required for both new and existing electrical work (for example, if they install, modify or alter your existing electrical wiring).

Who is Given a Copy of the Electrical Certificate of Compliance?

According to NSW Fair Trading, it is the responsibility of the tester to make sure all the appropriate people receive a copy of the CCEW, including:

  1. The customer who ordered the electrical job must receive a copy for any electrical work carried out.
  2. The customer and NSW Fair Trading must receive a copy for electrical installation work using a stand-alone power system; or an installation, alteration or replacement of an electricity meter.
  3. The customer, distributor and NSW Fair Trading must receive a copy regarding new electrical installations, or, alterations or additions to an existing electrical installation require additional work to the network connection; or, work is completed on switchboard or associated equipment.

The certificate shows that all electrical work has been carried out, installed, or tested to the relevant industry safety standards, Australia/New Zealand wiring rules, and the NSW Service and Installation Rules. You should keep the Certificate of Compliance for at least 5 years to show any work was done correctly.
